He retired in September 2004 after serving over 30 years in the FBI. Mr. Lack is originally from Arkansas. While with the FBI Mr. La
ck had assignments at FBIHQ; Alexandria, Virginia; Greensburg, Pennsylvania; Palo Alto, California; and the final almost 20 years of his career were served in the Monterey Bay Resident Agency (MBRA), of the FBI, San Francisco Division.

From 1994 until his retirement, he was the Senior Resident Agent in charge of the Monterey Bay FBI office. The MBRA has FBI investigative responsibility for Monterey County, Santa Cruz County and San Benito County. Mr. Lack worked
extensively with all local law enforcement officers within all departments within the MBRA territory.

Mr. Lack's investigative experience within the criminal purview of FBI jurisdiction is vast. He has extensive experience in homicide, sexual assaults, kidnapping, bank robbery, fugitives, and child abduction. Due to the location of the former Ft. Ord military base, a Federal Government enclave within Monterey County, he has extensive experience in many criminal matters not typically undertaken by the FBI. 

Mr. Lack has provided instruction in Advanced Interview and Interrogation since 1994 and has instructed hundreds of local, state and Federal LEO nationwide. He was also an Advanced Instructor in the FBI providing Instructor Development Training, (teach the teachers), nationwide. Subsequent to 9/11 he was a member of the Joint Terrorism Task Force within the San Francisco Division, San Jose, California and has lectured extensively on Radical Religious Extremists. Mr. Lack was a Field Training Agent for the FBI. He has lectured and provided bank robbery seminars to thousands of bank and financial institution employees; he has also lectured on I&I at the Santa Clara University Law School, Santa Clara, California. 

In addition, Mr. Lack is a certified California Peace Officers Standards and Training (POST) Instructor, (POST ID# C19-F66), and teaches Interview & Interrogation for the South Bay Regional Public Safety Training Consortium, and the San Jose Police Department, San Jose Police Academy, San Jose, California. Mr. Lack is also a seasoned instructor in the area of Homeland Security. He has been instructing Fusion Center TLO's for the past 10 years in terrorism and intelligence. 

Mr. Lack has a Bachelor of Arts Degree in Political Science from the University of Central Arkansas. He has been married to his wife, Gail, for many years and has two daughters, Kelly and Katy and a recent grandson, Rye Hamilton Solorzano.

Claude Jubran: California Highway Patrol; Master Instructor

Claude Jubran is an Investigator with the California Highway Patrol and is currently assigned to the Federal Bureau of Investigation’s Joint Terrorism Task Force in San Diego.  He has twenty-four years of experience in law enforcement and has conducted various types of investigations that resulted in successful prosecution.  He has extensive experience in conducting threat assessments and interviewing international and domestic terrorism suspects. 

Mr. Jubran was born in Northern Galilee, Israel and moved to San Diego at a young age.  He has traveled to different parts of the Middle East and spent a great deal of time learning about Arab culture and customs.  He is fluent in Arabic and understands several regional dialects.  He earned a Bachelor of Science degree in Criminal Justice Administration from San Diego State University, but also focused on studying Arab history and language.   He is currently a Master of Arts Candidate studying International Relations at the University of San Diego. 

Mr. Jubran has had the opportunity to travel throughout the United States and provide instruction to federal, state, and municipal law enforcement personnel on various courses related to terrorism for FBI’s Counterterrorism Division.  Mr. Jubran has developed numerous courses and provided instruction for California’s Commission on Peace Officer Standards and Training (POST).  He has provided instruction to law enforcement and public safety personnel throughout California as a contract instructor for the California Specialized Training Institute (CSTI).

Ms LaFond has a Bachelor of Arts degree in Public Administration. She has 10 years experience in all aspects of Fusion Center processes which includes extensive training in Terrorism, Intelligence and Grants Management.  She also has over 25 years of governmental experience with an extensive background in governmental policies, procedures, and finances. 

Ms LaFond retired from the Central California Intelligence Center in March of 2014.  She served 10 years as the Financial Program Manager and Investigative Financial Analyst.

Ms LaFond worked for the Sacramento County Sheriff’s Department from 1995 to 2004.
